[ppml] Allocation and reallocation

Michael,
        As Kathy pointed out earlier, in ARIN parlance and in the terms used
by most ISPs, ALLOCATION is used to refer to the entrustment of an organization
with the management of a block.  That is, RIRs ALLOCATE to LIRs.  End users,
on the other hand, receive ASSIGNMENTS from LIRs or RIRs.
