ARIN manages numbering resources that can be visualized as a number line.
Organizations can apply to ARIN for a range of those numbers. When ARIN
allocates (or assigns) these ranges of numbers, they also specify whether
or not the recipient is delegated to reallocate (or reassign) these ranges
either in whole or in part. If an organization is delegated reallocation
rights
then they must agree to apply the ARIN rules of stewardship.
Assignment and allocation are two similar terms which are considered
identical in this context.

P.S. Some people refer to these two types of ranges as delegated
allocations
and end user allocations to distinguish them.
P.P.S. All organizations receiving allocations (assignments) directly from
ARIN are free to announce them via their own AS or via their ISP's AS.
In this sense, they are portable allocations. Reallocations
(reassignments)
are not portable and generally may not be announced by an AS not belonging
to the delegated recipient unless they agree to such announcements.
