In the DNS, delegation is a term of Art.  I have tried to make 
the distinction that a delegation is the recognition, by others
then the parties involved, that the allocation and associated
assignment have been made.  In the case of some assignments,
the olny remaining evidence to support that a delegation exists
is the hardcopy letter that can be shown to others to assert
the fact of delegation.
