[ppml] allocate/assign

Technically, Delegation is the reference of a nameserver for a zone (NS records in the
parent zone).  In ARIN's case, this would be for IN-ADDR.ARPA delegations relevant to
allocations and assignments.

In general, it is often used for all form of allocation and assignment of
a resource from one entity to another.
