RIPE and APNIC have LIRs which are more or less similar to ISPs.

Please, let's not try to redefine the English language

Bottom line is that ARIN members can propose any policies they want to 
regardless of whether or not they make sense. The AC can then review and 
reject or revise those proposals and/or recommend the proposals to the 
BoT. The trustees can then accept or reject the AC recommendations.

ARIN policy proposals are not at all like California referendums. They 
don't have to split hairs because the AC can and will change the language 
if necessary.
