I believe anyone with an AS number (so, meets all those requirements)
should be able to get space from an RIR.  They are already interfacing
with an RIR anyway, they are already multi-homed so they probably
are already putting entries in the global table anyway.  Plus, if
we give each AS a big enough block we can get closer to 1 block per
AS (which would be a smaller routing table than today) rather than
having each AS announce 10 little bits they've cobbled together.

In general those without an AS should be getting from their upstream.
I can see how larger, yet single homed entities might want their
own RIR space so they don't have to renumber when they move, and
that's ok.
