[ppml] Policy Proposal 2003-15: IPv4 Allocation Policy for the Africa Portion of the ARIN Region

I must mention that this list does get some major traffic, and I wish that the 
AfriNIC mailing list would be this busy... but hey...

Correct me if I'm wrong, but the 2003-15 proposal is only trying to change the 
CRITERIA for allocations/assignments, NOT the allocations/assignments 
themselves.

>From my perspective, it's simple why I support the proposal :

I have a few hundred thousand dialups, with loads of server hosting 
(co-location) as well as dedicated (leased line) clients.

I have been given 2 x /26's and 2 x /24's - considering the amount of clients 
I have, there's no way in hell I can give them connectivity without NAT.

NAT as we know, breaks certain things (especially SSL connections that check 
concurrency for security reasons). We have had so many complaints by users 
who cannot perform the things they need to (incoming connections into a NAT'd 
network being the number 1 reason why people complain/cancel)

I cannot get more IP's from my upstream, as I have to buy more bandwidth to 
get more IP's. I don't need bandwidth (extremely expensive) - I need IP's !!

Now knowing that the amount of IP's I am currently using (all the RFC1918's) I 
can get a few blocks from ARIN, however other ISP's in the Southern part of 
Africa, are not as "lucky"....

To make the process easier, proposal 2003-15 was introduced. Now if some 
people want to apply the CRITERIA change to the whole ARIN region, fine, do 
so, just please don't delay the proposal because of changes (amendments), as 
African ISP's are NOT having an easy time giving customers service, due to 
restrictions imposed on us.

PS: Thanks for giving us the oppertunity to try and change things to help 
African ISP's grow !
