What about RFC 1715 and RFC 3194 ?

RFC3194:
   The Host-Density Ratio for Address Assignment Efficiency:
   An update on the H ratio.
   This document provides an update on the "H ratio" defined in RFC
   1715.  It defines a new ratio which the authors claim is easier to
   understand.

Though this is assignment and not allocation.
