I couldn't have said it better...  we need to focus on what policies make sense for
the region that is served by ARIN.   The policy requirements of each region are
understandably different, as the history of Internet deployment in each region
is different.

If we get into a situation where overall responsible stewardship of the address space
is endangered due to chronic "RIR shopping", then that will be an issue raised with the
other RIR's and the ASO AC.   Personally, I've only heard a few anecdotal reports, so
if people feel otherwise, let's bring it up for discussion in Memphis.
