[ppml] Waiver of IP and AS Number Transfer Fees

During its November 17, 2002, meeting the ARIN Board of Trustees
approved a motion to waive the fees for the transfer of 
AS Numbers and IP addresses for the period extending from 
January 1, 2003 through December 31, 2003.  The Board meeting

The ARIN Board had previously waived these fees for the period 
extending from July 1, 2002 through December 31, 2002, as a 
means of encouraging subscribers to participate in database 
cleanup.
