Wait a min..
If I understand you right:

If I disagree with the MicroAllocation policy as it exists with ARIN and I want 
a CLASS C from APNIC or RIR, All I have to do is ask APNIC or RIR?
Even if I am in North America?

If that is the case, then why are we so picky  over some of the parts of 2002-7?
