Very good proposal and addresses the issues.

I do still think that micro-allocations would be better if done by 6bone  
and ARIN and other RIRs should help manage such allocations for next 
2-4. But that 200 assignments requirement should be waived for sure for 
ISPs that want to work on ipv6 deployment.

Also in the past, it appears ARIN board of trustees did not like proposals
that deal with fees, but since amount is not mentioned and only waiving 
the fees, this maybe ok.
