ARIN and the other RIR's need to work with the IETF to build into BGP or
its replacement a method of de-authenticating address space and AS
assignments along with announcing valid AS's and blocks. Then they also
need to create rules that will stand up in court so that when they yank
someone's connectivity it will stick.
