but I think the 80 percent rule should NOT be applied
to RIR's.  That would be a /8 for every 10 the get...

It would also be handy if ICANN actually did an audit of
the RIR's and their space allocations someday :)

basicly, when the RIR thinks its going to run out, they
ask IANA for another
