Making changes to the assignment boundary suggests to me that we should be
cautious.
Introducing policy that is untenable because it is mismatched with filtering
policies is non-productive.
The policy statement does not tie the process to the routing table...it
introduces caution and prudence.
More to the point, it does not put any objective measure on the

In defining Objective measurements, there would argument....
the AC discussions ran more along the lines of looking for 'significant' if
not catostrophic impacts.
No one is trying to find trivial fault in order to argue against the policy.
If the AC were clearly against
this policy, it would have simply been defeated.
It will clearly increase in the short term (as people

Well you got pretty near contructive criticism here.... do you have a
timeframe to suggest
that you think is meaningful or reasonable for judgement?

It is not in the proposal.... it is in the process of assessing the
viability of a proposal.
