One does not need to be an ARIN member to participate in the process.  All 
one needs to do is join the ARIN mailing lists and/or attend the meetings.

ARIN serves those who receive address space in North America, and 
implements policy based on input from those who choose to participate in 
the process.  How do you propose ARIN serve a constituency that does not 
make its voice heard?

ARIN is responsible for a critical internet resource.  Are you suggesting 
that the proper maintenance of that resource to ensure it continues to be 
available and useful is not one of ARIN's goals?
