SWIP: /29s vs /28s

Hello everyone,
It seems to me that it may be time to reconsider the minimum assignment
size required to be SWIPed.
Currently, it stands at a /29. I think we should consider moving it to a
/28.
Often times the only /29s I see are for home networks. Since residential
assignments are already excepted in ARIN reassignment policies, the
objects are minimally useful.
Would moving the minimum size to a /28 significantly decrease your
paperwork as an operator? Would the broader community be harmed by not
seeing /29 objects?
Thoughts?
