[arin-issued] Spam from ARIN

ARIN apologizes for the spam messages that were sent to the arin- issued 
mailing list on November 30, 2009.  Mailing list configuration
changes have been made to prevent this in the future and the offender 
has been removed from all ARIN mailing lists including the arin-issued
mailing list.
