Recovering underutilized IPv4 space will only delay IPv4 space exhaustion by a couple months.   The effort needed to recover the space isn't worth the return.  Not saying that Google or Facebook space is under-utilized, just that it doesn't make sense to go after it.  Spend your effort ($$) on moving to IPv6 and never have to worry about space again.
