Absolutely not.  The going rate for a /24 is currently around $6,000 USD
for one that isn't a trainwreck, if the provider did choose to sell the
block to the customer.  If they wanted address portability, they should've
planned for that originally and acquired their own address space which they
could then announce via their own ASN.  Their lack of forethought isn't the
provider's problem.
