[arin-discuss] Update to RFC 7730 to allow for comments in RPKI TAL files

Dear all,

I wanted to draw attention to a small development in an update to RFC
7730 in the IETF SIDROPS working group. It'll be possible to put in
comments (C header style) in RPKI TAL files.

This will open the door to (for example) include an "As Is" disclaimer
in the RPKI TAL file itself.
