No - those who volunteer for a position are free to disclose such to the community
if they so desire, but neither ARIN nor the Nominations Committee does so.

That is correct; there is no requirement to be (or be associated with) 
a ARIN Member nor a requirement to have residency within the region to 
serve on the ARIN Board or ARIN AC.  There are prohibitions on serving in 
certain capacities in other organizations due to potential for conflict of
