I think it would be useful to allow organizations without a DMR (or whose
DMR doesn't vote) the chance for their votes to be counted, but I share
Owen's concern about creating a race condition.
I like Matthew's approach. A similar approach might be to only allow the
DMR to vote if a DMR has been designated, but allow any POC to vote if the
organization chooses not to designate a DMR.
