198.23.0.0 -> 198.23.25.255 is verizon's space...a legacy allocation no less.

198.181.64.0/19 is iana-reserved, if verizon is spitting out messages
from this that really is an error, and... i suspect, from reading
ris.ripe.net output, the prefix hasn't been externally visible so
probably the mail didn't actually get to you from that ip address
range anyway.
