[arin-discuss] Template-based email as a third registry access method

Gary -

   We already have a complete system for handling email templates; the question is whether to add templates for performing new and additional number resource requests (and of course maintaining them as policies change, in addition to the present updates that must be done for ARIN Online and RESTful interfaces.)
