[arin-discuss] Bringing back IP resource Request Templates

Maintaining backwards compatibility can be expensive and quite constraining.

It might be worthwhile finding out how much it will cost to maintain the email-based system and what folks will have to give up functionality-wise (or perhaps what can't be implemented in the web interface if parity is required) if they insist on use templates.
