And what is wrong with that? ARIN doesn't want anyone to apply
for IP addresses that they don't need, neither the IPv4 flavor or
the IPv6 flavor.

The strongly worded messages that come out of ARIN regarding getting
ready NOW!!! for IPv6 deployment, are directed at the larger
organizations
because we know that they take much longer to learn then test and 
then deploy new technologies. Smaller organizations are a lot 
more nimble and if your business plan does not center on being
first to market with some IPv6 service or other, then you might
as well stick with the learning and testing stages. Both of those
can be done quite nicely with nothing from ARIN, just use ULA
addresses, /48s from IPv6 tunnel services, or /48s from your
IPv6 upstream provider.
