Shhh!  Shut up Michael!!!!  Your spilling the beans on the secret
plans to make Russia even less competitive!!!!  We were planning on
getting them addicted to IPv4 so that when it ran out they would be as 
screwed us as we are, and now you've gone and spoiled it!!
