Actually, it is quite the opposite.  Providers who survived the bubble
bursting have learned their lesson about the "if you build it they
will come" mentality; they're only setting up network resources in
direct response to customer demands.

I suspect that the big networks, who are already on the GSA Schedule,
already have ample v6 resources in play to be able to respond to RFPs
from the Feds...  and for those who don't, well, no amount of
preaching from ARIN is going to fix that.

Outreach properly belongs in the arenas where ARIN is putting it
*right now* - trying to get to the folks who have historically looked
at IP addresses and IP pipe as a bit of a utility, like the water
company...  mostly unlimited supply, and when you turn the faucet it
Just Works.
