This seems like something like this would be a good candidate for the consultation process.  However the problem I see with the consultation process is that for people to participate they must join the consult mail list to be part of the straw poll.  It would seem to me that if your email is registered with arin-discuss then you should be able to participate in the straw poll.  I know there were probably reasons for limiting the straw-poll to the consult mailing list but that seems a bit restrictive at this moment.
