Actually they probably got "subscribed" by having either IP space, AS number 
or something else from ARIN which asks if you want (I believe from memory)   
an arin-discuss membership - and they either did not pay attention (read the 
fine print) or did not "care" at the time (just wanted their IP space or AS 
or whatever) and clicked "yes"....
