<div>It’s a combination of having outsourced the election process _and_ allowing voting contacts for multiple organizations to cast multiple weight ballots that add up to their total number of orgs represented. (E.g If the voting contact for four organizations
casts a single ballot of weight “2” for some candidates and then never casts any other ballots, it is not ever stated which two of his four organizations just voted…)
