Yes, this waiver will apply to all customers in the 2X Small fee category with a /24 of IPv4 address space and and a /36 of IPv6 address space. It will also apply to a 3X Small with a /24 of IPv4 that requests a/36 of IPv6. The result will be that all customers
that hold only a /24 of IPv4 can also hold up to a /36 of IPv6 and remain in the 3X Small Fee Category.
