[ARIN-consult] Consultation on the Future of ARIN’s Directory Services (Updated)

Everything looks good and I support proposed road map. I also agree with John
Levine's emails. Everything is stated pretty clearly.

A couple of comments in response to the few emails in this change:

 - There's an almost a year time to update scripts and move to RDAP from
   WHOIS. While I understand the concerns of needing to update various
   software and documentation, it is not exactly an overnight change. Nothing
   will be turned off tomorrow, so a year+ is a reasonable time to prepare.
 - I understand the desire for various distros and software to support RDAP
   out-of-the-box. However, ARIN does not govern software developers and their
   products. RDAP clients are already available, and forcing a registrar to
   wait for software packages to catch up is not feasible. Forcing every
   developer to adopt the RDAP is just not legally possible.
   If we want a certain distro to support RDAP from the get-go, we need to
   talk to distro's maintainers - not waiting for ARIN to do the talking for
   us.
 - RDAP is here to be, whether someone likes it or not. The question is not
   how to keep the WHOIS operational forever and ever, but how to smooth up
   the transition.
   Whether like it or not, we're going to move to RDAP at one point or
   another. So it's best to start looking into your own systems and see what
   it takes to make it happen.
 - As someone mentioned, it would be nice to see the numbers of how many
   people use WHOIS. I think I saw a graph at one of the meetings, but I might
   be wrong. Including the links to an updated graph with each ARIN-consult
   announcement should help people accept the impeding transition.

Once again, I want to emphasize that this is less of a conversation of whether
to keep WHOIS, but more of when to turn it off.
