No you can't just keep them.
They are not the Parent of the larger Block. They are similar to a reassignment in that respect.
The downstream child can use IPs as long as Parent allows them to. (or has a contract with them)
Reallocation is like renting space to someone. You own the building but they rent the apartment. When they stop renting, you take the apartment back.
As Parent of the block, you can remove reallocations, Reassignments, at ARIN at any time.

If someone reallocates resources to you, can you not just keep them?
Not sure how this ARIN "reallocate" thing works.
