I want to make sure I understand the question.
Right now, if I'm org ABC with 10.128.0.0/16, I can reallocate
10.128.1.0/24 to org XYZ and that's simply accepted: XYZ shows up as
the registrant for 10.128.1.0/24, whether or not they actually control
10.128.1.0/24. ABC then goes on to send lots of spam from
10.128.1.0/24 while XYZ gets all the complaints.
The suggested change would allow org XYZ to "lock" their org so that
ABC cannot reallocate addresses to them.
Is that correct?
