Is an organization holding only an AS number excluded from being a
general member? Will their fees differ from other members?

A reasonable question: ASN-only organizations are not affected by the fee harmonization change nor the membership structure change; i.e. they continue to pay the annual maintenance fee of $150 per ASN and are not eligible to be ARIN members.
(Any ASN-only organization that obtains IPv4 to IPv6 resources under RSA just pays per the Registration Services Plan category [and no longer pays ASN maintenance service], becomes a service member, and can opt to become a general member if they wish.)
