3a is missing a space after "members-only"

3c is missing "discussions" (I assume) after "members-only".


If I'm understanding correctly, the change is to go from 2% of General 
Members to MIN(2% of General Members, 100). How many General Members are 
there? Without knowing what 2% of General Members is, it's hard to put 
the 100 minimum in context.
