I think the organization benefits when the member counts we reference reflect those who wish to be active in ARIN governance since we need to look at things like quorum and the  total member count impacts various thresholds throughout our Governance. 

The concept was to try and keep a very simple action to indicate a desire to stay a member. As pointed out at Open Mic in MSP a minor amendment under consideration is to allow a member to go to the voting ballot and indicate they do not wish to pick any candidates - the mechanics and terminology not yet worked out - but still be counted as active. 

Having said that — open to better mousetraps. The current solution was just seen as a clean implementation within ARIN systems.
