However, at that point, if they choose to do that, they are abandoning the fee protection that may well be one of the few things that incented them to sign ANY RSA.

That is correct - they would be paying the same as all other registry customers of comparable size and subject to fee changes just as any other ARIN customer – this would be after the organization in question had rreceived benefit from the legacy fee cap for more than 25 years.
