Is there a minimum commitment for the fee waiver that could be used for planning purposes by those eligible? Especially for new IPv6 allocations to decide between receiving a /40 and a /36 per NRPM section 6.5.2.1.b.

It will also apply to a 3X Small with a /24 of IPv4 that requests a/36 of IPv6. The result will be that all customers that hold only a /24 of IPv4 can also hold up to a /36 of IPv6 and remain in the 3X Small Fee Category.
