[ARIN-consult] Fee question on proposed change.

I presume this fee waiver is not permeant. Therefore, how long is this fee
waiver intended to persist? Is there a minimum commitment for the fee
waiver that could be used for planning purposes by those eligible?
Especially for new IPv6 allocations to decide between receiving a /40 and a
/36 per NRPM section 6.5.2.1.b.
