[ARIN-consult] Fee question on proposed change.

On the fee page I have found this quote.

"*Note: There is a temporary IPv6 fee waiver for organizations in the
3X-Small services category. A 3X-Small organization may receive up to a /36
and remain in the 3X-Small fee category. This waiver will expire 31
December 2026"

An ip6 /36 is 2x-small does this mean that if this passes 2x small ip6
users only pay 3x small price as long as there ip4 block is still inside 3x
ip4 size until end of 2026?
