I don’t know what David’s thoughts were, but I wasn’t thinking of “captured” or “bought” — either of which could happen with or without term limits. That isn’t the concern at all.

I’m also unable to parse the syntax of your “vs” statement so I’m not entirely certain what your argument was there.

My experience and reference to e-mail archives also disagrees extensively with your “no one … ever considered” statement. Those have been perpetual discussions in the 18+ years I’ve been paying attention.
