[ARIN-consult] Whois Output Consultation is Now Closed

Bill,

ARIN has other means of making sure that our RIR records are correct in
cooperation with the other RIRs. There is ongoing work that monitors each
other RIR inventories and making sure there is no over-claiming. In fact,
the RIR's all have consistent reports now to make it easier to detect and
is transparent to the community via the extended statistics reports that
are available on ARIN's website. Using whois for this check is inefficient.

Furthermore, having a client ask ARIN server, get  a referral, then re-ask
the same question to another set of whois servers will require extra work
and systems complexity. Additionally, in order to make this behavior
consistent between RIR's, every RIR will have to setup another set of
whois servers for just their minority space.  Therefore it preferable to
give the answer the first time.

The current resolution of the problem is easy to implement and clears up
confusion that we have today.
