We thank everyone who voiced their opinion regarding this consultation. Based on feedback received and internal staff deliberation, ARIN's directory services (Whois and Whois-RWS) will be modified to publish only the DA or DS record for an allocation made in a /8 where another RIR manages that particular /8. If there is no corresponding DA or DS record in ARIN's service for that /8, ARIN will publish the /8 of the authoritative RIR and the referral to that particular RIR's directory service. There is ongoing work that monitors each other RIR inventories and making sure there is no over-claiming. In fact, the RIR's all have consistent reports now to make it easier to detect and is transparent to the community via the extended statistics reports that are available on ARIN's website. Using whois for this check is inefficient. Furthermore, having a client ask ARIN server, get a referral, then re-ask the same question to another set of whois servers will require extra work and systems complexity. Additionally, in order to make this behavior consistent between RIR's, every RIR will have to setup another set of whois servers for just their minority space. Therefore it preferable to give the answer the first time. The current resolution of the problem is easy to implement and clears up confusion that we have today.
