Funny that you bring this up.  At the upcoming ARIN meeting, there is a slot on 
thurs (Oct 22) where we will be demonstrating a potential replacement to 
whois/rwhois.  We will demonstrate a RESTful interface to information that 
currently lives in whois. We'll have a public interface to the pilot as well.
