1) Yes
2) Perhaps the list could be published to an accredited list of existing
list maintainers, such as Team-Cymru.org. Then ISPs could continue to
use current practices with more confidence that the lists are current.
These accredited list maintainers should not be allowed to turn that
privileged position into a revenue stream though.
