[arin-announce] ARIN Appoints New Member to NRO NC

ARIN is pleased to announce Martin Hannigan has been appointed to the 
NRO NC from the ARIN region. He will serve a three-year term beginning 
January 1, 2006. Martin will fill the seat being vacated by Lee Howard
