The point is that ARIN's current wording is confusing and leads to widely differing interpretations, to the extent that I find myself a victim of one of these interpretations. These interpretations vary from "they are just trying to collect data" to "you will be required to technically justify any allocation request" to "if you are found to be using addresses that cannot be technically justified you will be required to return them" and anything in between and beyond. The wording needs to be clarified (and only ARIN can do that).
